FIELD OPERATIONS / CENTRAL SUPPORT / PRIOR PROFESSIONAL EXPERIENCE
From concept to
national delivery.
How a new On-the-Day Civils Support function was designed, launched and developed into a nationwide operational capability combining centralised allocation, dedicated field resources and business intelligence.
01 / THE CONTEXT
An operational gap worth solving.
Civils teams handling reactive same-day requirements need much more than a shared inbox. Incoming work has to be triaged, matched to suitable crews and tracked while regional demand and field capacity change throughout the day.
The founder identified an opportunity to establish a central operation for On-the-Day requirements and proposed the concept directly to senior management.
Crucially, this was not simply a reporting exercise. The proposed solution required a functioning delivery process, crew allocation authority, trained support staff and meaningful operational data.
02 / HOW THE FUNCTION WAS BUILT
A connected operating model.
Receive and qualify same-day civils requests through a defined support process.
Understand demand, urgency, geography and the job requirements.
Match work to available crews across the national workforce.
Monitor assignments, progress, time taken and exceptions.
Surface operational insights for field and senior management.
Rapid initial launch.
After presenting the idea in a senior meeting, the founder took the process live that same day. A small initial team — the founder and one colleague — managed the early requirements while the workflow was refined in practice.
As demand grew, the central support function expanded to five people, with training and more structured management reporting.
National coordination.
The function directly managed 11 dedicated On-the-Day civils crews, operating across a broad national geography from Inverness to Plymouth.
Its allocation authority went beyond those 11 crews: the office could also assign On-the-Day work to other civils crews nationally, including teams not under the founder's direct line management.
03 / OPERATIONAL SCALE
Designed to scale with demand.
These are approximate historical operating figures recalled by the founder. They are not audited financial results or a claim that every increase was caused solely by the new process.
04 / SUPPORTING SYSTEMS
The information behind
the decisions.
Live crew mapping
A Power BI visualisation using spreadsheet-fed operational information gave the team a clearer picture of crew location, regional coverage and workload for allocation decisions.
Daily reporting
Management reports covered time taken and exceptions, including no-excavation/non-compliance categories, creating a clearer route for feedback.
Regional demand visibility
Weekly regional heat maps highlighted pressure points to inform conversations about where additional field resources were needed.
Productive between reactive jobs
Dedicated crews could be allocated appropriate preworks while awaiting same-day assignments, switching focus as On-the-Day work became available.
05 / THE TAKEAWAY
One problem. Several solutions.
The outcome was an operating function — not merely a dashboard or an admin tracker.
The work combined business process design, resource coordination, training, operational reporting and continuous refinement. This combination is the foundation of Northfield's consultancy approach today.
